It's easier to get a gun than to open a restaurant

NEW DELHI: Highlighting some of the irritating and possible business anomalies in India, the Economic Survey said it is easier to acquire a weapon in the national capital than to request one. He said the Delhi police asked for 45 documents before authorizing the opening of a restaurant instead of just 19 to buy a gun.

According to the (NRAI), 36 approvals are required to open a restaurant in Bangalore, 26 in Delhi and 22 in Mumbai. Extending the restaurant example even further, the survey said that India is also lagging behind competing economies. China and Singapore require only four licenses to open a restaurant.

Delhi and Kolkata require a 'Police Dining License,' said the report card, adding that the number of documents needed to obtain this license from the Delhi Police is 45, much more than the amount of documents needed to obtain a license to acquire new weapons and large fireworks, 19 and 12, respectively. The scope for rationalization is clear.

There is ample room for improvement in four parameters in which India lags behind: start business, register property , tax payment and contract fulfillment. The World Bank classifies 190 countries according to the index of ease of doing business based on 10 parameters. India moved to 14 places to be 63rd in the last ranking of ease of doing business.

It has significantly improved its performance in remaining six parameters, including resolving insolvency and registering property .
