NRC is a mischievous plan to divide India: Chidambaram
NEW DELHI: On Monday, the main leader of Congress, P, described the National Registry of Citizens as a sinister and mischievous plan to divide the country and claimed that the NRC-CAA-NPR exercise is part of the RSS-BJP plan to boost its Agenda division of a 'Hindu Rashtra'.
In describing the Citizenship Amendment Act (AAC) as patently discriminatory, he said that three neighboring countries were included, while Sri Lanka, Myanmar and Bhutan excluded and some minority groups, including Muslims, remained outside their scope.
The people who will be directly affected will be the Muslims of India, Chidambaram said, adding that all other religious groups, even if they are excluded from the NRC, will be included in the CAA and only Muslims will be identified as illegal immigrants. under the NRC and excluded under the CAA.
Naturally, there is widespread fear and uncertainty among Muslims in India, said the former Union finance minister.
He also clarified that there is a world of difference between the National Population Registry of 2010 and the NPR of 2020 and must oppose after a failed exercise similar to Assam NRC.
The NRC is a sinister and mischievous plan to divide India. According to the NRC, every person residing in India has to prove that he is a citizen of India. In modern liberal democracies, citizenship is based on the principle of territoriality. He told reporters.
Chidambaram said that if the state suspects that a person is not a citizen, the burden of proving that the person is not a citizen falls on the state. On the contrary, according to the NRC, the burden of proving that he is a citizen rests with the person concerned, he said.
This is contrary to the basic principles of a democracy . It is this perverse burden of proof that was applied in Assam: the result was that 19.06,657 people were identified as illegal immigrants or stateless persons. Most of them belong to the poorest and most vulnerable sectors of society. Nobody knows what their destiny will be, said the leader of Congress.
The 2020 NPR with additional information fields is an undercover attempt to carry out an exercise similar to NRC Assam across the country and must be totally opposite, he told reporters.
The NRC-CAA-NPR exercise is part of the RSS-BJP plan to boost your divisive agenda of a Hindu Rashtra. The Constitution of India embodies the values of equality, equal protection of laws, secularism, humanism and constitutional morals. To protect these values, every patriotic Indian has a duty to fight against the pernicious doctrine of the Hindu Rashtra, Chidambaram said.
The Congress leader said that is why thousands of people, especially students, are on the streets to save the idea of India and protect the Constitution that Mahatma Gandhi gave us, Jawaharlal Nehru and Babasaheb Ambedkar.
Abraham Lincoln saved the United States Constitution in 1865, our task and our duty are no different, he said.
Chidambaram said widespread protests have forced the government to back down on what the Interior Minister and other ministers had said in Parliament on many occasions, the most recent was December 9 at Lok Sabha and December 11 at Rajya Sabha
Therefore, the government came up with the idea of the National Population Registry (NPR) and tried to compare it with the exercise related to the census conducted in 2010. There is a big difference between NPR 2010 and NPR 2020. NPR 2010 was realized in some states when there was no controversy about NRC and without the unhappy experience of Assam NRC, he said.
He said earlier that there was no approaching CAA and that the NPR 2010 collected data with respect to only 15 fields, while, on the contrary, the NPR 2020 will take place across the country.
Chidambaram said it will be done in the context of Assam NRC's disastrous experience and the discriminatory CAA, and the form that will be used in NPR 2020 will have many additional fields: all mischievous and irrelevant to a census.
NPR 2020 will request information on the last place of residence, the place of birth of the parents, the identity of the voter, the passport number, the driver's license, the PAN and Aadhaar. Who added these additional fields and why? In terms of text and context, NPR 2010 and NPR 2020 are very different. NPR 2020 with the additional fields is an undercover attempt to do an exercise similar to NRC Assam across the country and, therefore, must strongly oppose, said the leader of Congress.
