SLC President Shammi Silva said Hathurusingha was no longer on the board's payroll, but did not provide further details.
Arthur was recently released from his short-term Twenty20 contract with the central districts on the New Zealand side.
He took over a mercurial side of Pakistan in 2016 and led them to the victory of the 2017 Champions Trophy in the 50 format and the number one ranking in the world in both tests and twenty20 international.
Pakistan, however, decided not to renew Arthur's contract after the team failed to reach the 50-year World Cup semifinals in England.
They had spent three very good years with Pakistan and needed some time out. Sri Lankan work became available and I started discussions, said Arthur.

In his first assignment as coach of Sri Lanka, Arthur will return to Pakistan this month for the two-game test series, starting December 11.
