14 police for a VIP, but only one for 760 commoners in Telangana
HYDERABAD: At a time when the police department is under fire for its mishandling of the case of the veterinarian who was later raped, murdered and then burned, the Office of Police Research and Development (BPRD) has revealed surprising findings. He says he has only one police officer for every 760 people compared to the national average of a police officer for 518. But for a VIP in the state, on average, there at his disposal.
According to BPRD data (published on July 2, 2019), 4,000 police officers protect about 300 VIPs in Telangana. VIPs include 17 parliamentarians from Lok Sabha, six parliamentarians from Rajya Sabha, 120 MLA and 40 MLC, among others. The main minister, the state ministers, a minor minister of the Union, president of the legislative assembly, president of the council, judges and bureaucrats are also part of the VIP list.
But the scenario changes when it comes to protecting commoners. The data says that 131 police officers care for a population of a lakh in Telangana compared to the national average of 193 police for a population of lakh. In addition, a single policeman manages an area of 2.5 square km, this is again well below the national average of a police officer of 1.27 square km.
Telangana is also affected by the lack of police personnel. In fact, it faces the largest deficit of police officers after Uttar Pradesh, Bihar and West Bengal in the country.
While the total sanctioned force of the state police (such as January 1, 2018) is 76,407, the state only has 46,062 police officers on its lists. Indeed, there are 30,354 vacancies to fill in the state, senior officials say.

Police general director M Mahendar Reddy, however, exuded confidence. “The government has sanctioned 18,000 new posts recently. The recruitment process has begun and the SI and agents will soon join the police force. Telangana police are one of the best police forces in the country, ”Mahendar Reddy told TOI.
The Elite Intelligence Security Wing (ISW) provides security to the prime minister, ministers, speaker and chairman of the council, while the district or city police units deal with MLA security. For each MLA or MLC, we provide 2 + 2 security. Parliamentarians also get the same armed security coverage, said a police superintendent serving in northern Telangana.
For ministers, speaker and chairman of the council, category Z security coverage is provided with 11-13 staff available. ISW provides security to ministers, while the district and city police in their constituencies are also part of the security details, a senior intelligence official said.
In addition to Telangana CM K Chandrasekhar Rao and his AP counterpart YS Jaganmohan Reddy, former CM AP Chandrababu Naidu is also a Z-plus protected. Its security apparatus comprises 50 to 100 people, who are in their official personal residences and even on farms. “VIPs in the Z-plus category enjoy privileges such as close protection equipment, equipment to detect visitors, escort vehicles, pilot vehicles, static control points 24 hours in their places of stay and equipment to disinfect places that you intend to visit. They also have equipment to clear the travel routes, ”said a senior police official. ISW also provides security to the Union Minister of State for his home, G Kishan Reddy, Vice President M Venkaiah Naidu and the Governor of Himachal Pradesh, Bandaru Dattatreya, provided they are in Hyderabad.
This ISW has a force of more than 800 police and the City Security Wing (CSW) of Hyderabad has approximately 900 police officers, mainly from the state and municipal Armed Reserves. The District Security Wing (DSW) police officers are from the District Armed Reserve, who receive training provided by ISW police officers.
